Diameter, density, and mass spectra are presented for 104 HI clouds which were measured from the HI absorption lines with the RATAN-600 radio telescope. The spectra were corrected for observational selection effects. The spectral index of the diameters is equal to -1.25 + or - 0.3. The data indicate that, at higher masses, the process of coalescence in cloud collisions predominates. However, the clouds with lower masses evaporate according to the interstellar medium model of McKee and Ostriker (1977).
