VLBI observations of the scattered images of two compact radio sources whose lines of sight pass through the Cyg superbubble region were analyzed to infer the spatial spectrum of intervening turbulence. For the quasar 2005 + 403, the phase structure function varies quadratically with projected baseline for b less than 4 x 10 to the 8th cm, but then flattens to a slope near zero. This is inconsistent with type B power-law turbulence unless the outer scale is 2 x 10 to the 9th cm.
