A brief description is given of the ESA HIPPARCOS satellite and program for purposes of spaceborne astrometry. The basic technical characteristics of the telescope of the High Precision Parallax Collecting Satellite are presented as well as a comparison of HIPPARCOS astrometric capabilities with those of ground-based telescopes. It is concluded that the HIPPARCOS experiment should lead to a substantial increase in astrometric data accuracy.
