Using the kinetic theory and model collision integral of Bhatnagar-Gross-Krook the authors obtain the general dispersion relation for different regimes of the tearing-mode instability development in configuration with sheared magnetic field. Thus, they can construct the general picture of the applicability of different mechanisms of the tearing-mode dependent on collision frequency and value of the shear.
