The bremsstrahlung emission rate in a strong external magnetic field (e.g., of a neutron star) is calculated for mildly relativistic electrons experiencing forward scattering with ions. It is found that at low frequencies the cross section for E-mode photons approaches zero and that the cross section for O-mode photons approaches the ordinary field-free value when the emitted radiation propagates in a direction normal to the magnetic field. Near the cyclotron frequency omega = omega(c) resonances are present in both O and E modes. The line intensity of O-mode photons is found to approach that of the E-mode as electrons become relativistic. It is also shown that resonances in the O-mode are associated with spin-flip transitions induced by a radiation magnetic field component which rotates transversely with the electron precession.
