The Faint Object Camera and Hipparcos payload thermal control enclosure design is presented. The thermal control system decouples the enclosure from the external thermal environment and compensates internal and/or external thermal disturbances by controlled heat dissipation of heater mats installed internally. This system is able to control structures and optical elements to 0.25 C temperature excursions and 0.1 C gradient changes within 24 hr.
