Dynamical friction due both to relic radiation and the dusty cosmological background is estimated, and this friction is proposed as a possible mechanism for the deceleration of primordial velocity fluctuations. It is suggested that both the velocity distribution and the accretion rates of isolated extragalactic bodies of different masses (e.g., primordial black holes, quasars, and protogalaxies or clusters, unaffected by other nearby bodies) should thus be affected by dynamical friction.
