We discuss use of a time scale to describe ambipolar diffusion in magnetic gas clouds. We indicate the requirements for a "proper" definition near a locus of symmetry in such a cloud. It is shown that the conclusion of Mouschovias, viz., that star formation may occur in an off-center ring rather than at the center of a cloud, is not correct because it rests on the use of a definition for the time scale which is "improper".
