The observed steepening of quasar continua for frequencies above the Ly-alpha rest freqency is reproduced by absorption in marginally optically thin cloudlets moving away from quasars with a suitable velocity distribution. The calculations take into account Ly-alpha, Ly-beta and Lyman continuum absorption and also reemission back into the line of sight. For a reasonable match with observations, which extend nearly to 400 A in the rest frame of one quasar, a neutral hydrogen column density of about 10 to the 17th/sq cm is needed. The total hydrogen column density, which is proportional to N(H(+)/N(H(0)), could be considerably larger. The kinetic energy contained in the cloudlets is inversely proportional to the gas density and is of order 10 to the 61st ergs for a density near 10 to the 6th/cu cm. Reemission by the cloudlets could contribute to observed ultraviolet excesses in quasar continua, and the cloudlet gas would provide a potential environment for some quasar-reddening dust.
