It is generally thought that nonrelativistic solar electrons propagate in the interplanetary medium by a mechanism of electron scattering on permanent inhomogeneities of the interplanetary magnetic field. Prognoz satellite data collected in 1972-1974 and consisting of flux densities of solar electrons generated by flares in the solar longitude interval less than 50 degrees suggest another mechanism. It is suggested that solar electrons, as they are injected into the interplanetary medium, produce local plasma oscillations, which in turn lead to electron diffusion.
