It is shown that low-frequency (less than 500 MHz) recombination-line
observations can be used together with H I absorption measurements to
give direct and reliable estimates of the hydrogen ionization rate for
individual interstellar clouds. Values as low as 2 x 10 to the -16th
power per sec have been determined from presently available data.
