The Hipparcos satellite under development by ESA for purposes of space-based astrometry is presented. The angular measurements will be performed on the basis of the superposition of two fields in the same telescope by the use of a complex mirror defining a stable angle between the two fields. The instrument is designed to scan the celestial sphere in a rotating pattern from a geostationary orbit. The satellite itself employs proven space technology including solar panels, communications equipment and guidance systems, and is intended for launch on Ariane in 1986. Photon counts are processed to obtain the precise phase difference between the passages of two stars, with mean uncertainties from 0.0010 to 0.0043 arcsec, depending on source luminosity. Hipparcos measurements may be used in a stellar reference system, and to obtain proper motions as well as precise and absolute parallaxes. With future refinements, it is expected that measurement precision will be limited only by the scanning system and by photon statistics.
