It is argued that COBE's measurements of the background emission from normal galaxies will place important limits on the strength and type of the cosmological evolution experienced by normal galaxies. It is shown that the mean intensity of the spectral shape and size of the background fluctuations all depend on the form and size of the cosmological evolution.
