A way of analyzing cosmic microwave background (CMB) data is presented in order to extract statistically robust upper limits. The analysis, which is based on a likelihood ratio test, is applied to data from three CMB anisotropy experiments. The statistical significance of the upper limits obtained by the method and the constraints that can be imposed on the density parameter and the baryonic abundance of flat and open CDM models are discussed.
