It follows from observations that the clouds forming the Lα forest have a hierarchical structure. It is suggested that their structure is not only hierarchical, but also fractal. The relationship between the radial concentration of neutral hydrogen N(HI) and the concentration of clouds having the same value of N(HI), well known from observation, is explained on this basis. The fractal dimension of D = 2.5 ± 0.2 is estimated from observational data and calculations.
