An overview is presented of methods and problems in observation of interstellar matter and extragalactic matter in optical regions of the spectrum, ranging from the near IR to extreme UV. The approach based on the diameters of galactic clusters, the method utilizing variations in absorption across a cluster, and reddening as a function of color are discussed. Observations of interstellar matter in the UV and extreme UV are systematized briefly, and the history of observations in the photographic region is outlined.
