It is shown that the Galactic center could be a source of the observed
ultrahigh-energy cosmic rays only if a Galactic halo exists. A power-law
energy dependence of the cosmic-ray anisotropy with a power-law index of
0.8 is predicted. Recent experimental data on the cosmic-ray anisotropy
are briefly discussed.
