It is shown that shock waves produced in the metagalactic medium in the epoch of galaxy formation would be accompanied by strong cooling if they are on a scale comparable to the mass of typical galaxies. An exact nonlinear solution to the hydrodynamical equations of motion is obtained for a shock wave with strong cooling due to the Compton process and free-free radiation. The thermal instability that develops behind such a shock front is analyzed.
