A 23 GHz map of W49 A with an angular resolution of 6 x 9 arcsec is presented. An accurate interferometer position for the region of intense H2O maser emission shows that it lies close to the center of the most luminous compact continuum source. Comparison with maps at lower frequencies shows that the spectrum of this continuum source is consistent with free-free emission from an H II region with a turnover frequency near 4 GHz. No polarization greater than 10% is observed. The lack of the polarization expected for a supernova remnant and the close association of the water masers with a luminous thermal source argue that the high velocity dispersion of the H2O masers results from acceleration due to the radiation pressure of an O star rather than the blast wave of a recent supernova.
