The epicyclogram method is used to examine the connection between the longitudinal distribution of solar activity and 27-day variations of galactic cosmic rays (GCR) at the decline phases of the 19th (1958-1963) and 20th (1970-1974) solar cycles. It is shown that the behaviors of solar activity and GCR intensity at the decline phases of two successive solar flares differ substantially. In both cases, the GCR intensity was dominated by a 27-day variation, but only in the 19th cycle was this variation accompanied by a stable maximum in the longitudinal distribution of solar activity. In the 20th cycle, such a connection could not be established.
