The present conference discusses topics in the fields of Galactic center investigations, the Galactic bulge and bar, the local Galactic environment, Galactic IR emissions, the interstellar medium, Galaxy dynamics, the outer Galaxy, energetic particles and fields, the Galactic disk and halo, and dark matter. Attention is given to the stellar populations at the Galactic center, the Galactic center's putative black hole, photometric evidence for the Galactic bar, the hot ionized medium, turbulence in the coronal interstellar medium, the rotations and proper motions of bulge stars, and anomalous cosmic rays. Also discussed are an IRAS view of the Cygnus X region, the distribution of neutral gas in the Milky Way, probes of the warm ionized medium in the Galactic disk, the shape of the Galaxy, diffuse Galactic gamma-ray emission, the warp of the Milky Way, the radiative support of H I, magnetic shaping of SNRs, and the ellipticity of the Milky Way.
