A quasi-linear equation is obtained which describes the scattering of high-energy components and the heating of cold heavy ions during the interaction with Alfven ion-cyclotron waves in the Pc1 range in the nonuniform geomagnetic field in the equatorial region. Characteristic times of scattering and heating are determined. it is shown that the nonuniformity of the geomagnetic field plays an important role in the heating of cold heavy ions as well as in the scattering of high-energy components near the equatorial plane.
