The depression of phase velocities of Farley-Bunemann waves in a turbulent electrojet is examined. It is shown that the competition of noncollinear waves arising in the theory of orbit diffusion leads to the spontaneous degeneration of the spatial spectrum with a subsequent breakdown of nonlinear stabilization. It is further shown that, when height variations of the scattering regions are taken into account, the hypothesis of the weak nonorthogonality of dominant modes is in satisfactory agreement with Doppler observations under both steady-state and nonsteady-state conditions.
