Complete samples of extragalactic radio sources, determined at frequencies of 1.4, 2.7, 5, and 10.8 GHz, were used to select variable and possibly variable sources at each frequency, and to investigate global characteristics of variability in the total population of extragalactic sources. The selection of variables was based on either two- or multiepoch observations of the sources spanning available time intervals from 2 to 17 years (depending on the frequency). Apparent fraction of variables and distribution of apparent flux-density variations are dependent not only on frequency (wavelength), but also on the time base of observations, and on the rate of time sampling within the given time base. These characteristics form an observational base, which will be used to constrain the numerical model of variability proposed by Rys and Machalski (1990), extended for multifrequency observations of extragalactic variability.
