Spectroscopic observations of the R Coronae Borealis (RCB) star V854 Cen (NSV6708), obtained during one of the declines of the star during 1991, are reported. These spectra cover from prior to the event until near the decline minimum and represent only the second occasion that high time resolution spectroscopic observations have been obtained during these phases of a decline. In line with the eclipse model for declines, the spectra indicate that the emission line forming region surrounding the star remained largely unobscured during the initial 10-12 d of the event, after which it was progressively obscured by an expanding optically thick cloud. The cloud was apparently still optically thick at least 37 d after the delcine commenced.
