Low-frequency measurements from the Relikt space program are examined to study CMB anisotropies emphasizing the predicted level of galactic contamination due to synchrotron emission. A radio-brightness map is analyzed to determine: (1) parameters of the dipole component of the CMB; (2) the flux from the galactic plane; and (3) parameters of large-scale angular fluctuations. Model-dependent and -independent upper limits are given for the quadrupole component of the spectrum of angular fluctuations. The results are compared to those taken with the COBE differential microwave radiometer, and good agreement is found. Synchrotron, thermal, and dust radiation are shown to contribute to the galactic emission that limits the results on the microwave background. It is shown that the galactic contamination can be subtracted and that cosmological signals below the level of the galactic emission can be measured.
