A method is proposed for determining the abundances of chemical elements in planetary nebulae based on allowance for the actual distribution functions of errors in measuring line intensities. Fluctuations both in temperature and in mass density of a nebula are taken into account in the proposed method. The results of a determination of C and O abundances and of the amplitudes of temperature and density fluctuations are given.
