The ionosphere provides us with an opportunity to perform plasma experiments in an environment with long confinement times, very large-scale lengths, and no confining walls. The auroral ionosphere with its nearly vertical magnetic field geometry is uniquely endowed with large amount of free energy from electron and ion precipitation along the magnetic field and mega-ampere current across the magnetic field. To take advantage of this giant outdoor laboratory, two facilities HAARP and HIPAS, with frequencies ranging from the radio to optical bands, are now available for active probing of and interaction with this interesting region. The ponderomotive pressures from the self-consistent wave fields have produced significant local perturbations of density and particle distributions at heights where the incident EM frequency matches a plasma resonance. This paper will review theory and experiments covering the nonlinear phenomena of parametric decay instability to wave collapse processes. At HF frequencies plasma lenses can be created by preconditioning pulses to focus what is a normally divergent beam into a high-intensity spot to further enhance nonlinear phenomena. At optical wavelengths a large rotating liquid metal mirror is used to focus laser pulses up to a given height. Such laser pulses are tuned to the same wavelengths of selected atomic and molecular resonances, with resulting large scattering cross sections. Ongoing experiments on dual-site experiments and excitation of ELF waves will be presented. The connection of such basic studies to environmental applications will be discussed. Such applications include the global communication using ELF waves, the ozone depletion and remediation and the control of atmospheric CO2 through the use of ion cyclotron resonant heating.
