A series of observations is described, intended to investigate the
structure and the time development of the structure of compact
extragalactic radio sources at lambda = 2.8 cm and resolution 0.001
second. Discussed are the 5 telescopes, the sensitivity of the system,
the calibration procedures, and modeling procedures.
