The choice between funding the EPIC or the NHO program is discussed. The EPIC program is an accelerator which is designed to collide electrons with their antiparticles at very high energy for probing quarks and for finding the path to the 'unified field theory' of the forces of nature. The Northern Hemisphere Observatory (NHO) has two objectives: (1) fundamental extragalactic study of the origin and evolution of galaxies and quasars and (2) to give astronomers working in X-ray infra-red and radio wavelength a better chance that rapid optical studies of their discoveries would be made. The first stage of NHO, the shifted, 2.5 m Isaac Newton Telescope with an extra back up telescope, could be in operation by 1978. A decision is yet to be made on the location for the accompanying 4.5 m telescope which could be operational by 1980.
