The large-scale behavior of the mass-to-light (M/L) ratio is discussed in terms of a mechanism which segregates the luminous matter (galaxies) from the dark matter. The mechanism is based on the assumption that the galactic luminosity function is independent of position and environment. It is suggested that during the collapse and virialization of groups and clusters, the galactic halos are tidally disrupted and a smooth background of dark matter is formed. When galaxies move through this background they lose energy due to dynamical friction. As systems of galaxies evolved, the energy in their luminous component was dissipated, making that component denser and causing the observed M/L to decrease. M/L is posited to be a nondecreasing function which reaches its limiting value on the scale of superclusters.
