In the present interstellar medium model, neutral hydrogen clouds and supernova explosions have a controlling influence. Observations indicate that the amount of warm gas in the Galaxy can only be generated if there is a cycling of mass from clouds which is much greater than evaporative losses alone. If mass loss from cloud-cloud collisions is assumed to be the input into the diffuse medium, a stable model of the interstellar medium can be constructed which reconciles the observed supernova rate with the presence of warm gas. SNR expansion would then be halted by the ambient pressure, which could be maintained by a combination of cosmic ray heating and mass cycling from clouds. Magnetic coupling between neutral clouds and a supernova shell can be an important factor in SNR evolution.
