The stability of galactic spiral shocks is analyzed using the gas-dynamics equations in a frame of reference rotating with the angular velocity of the spiral pattern. An evolutionary criterion is obtained which implies that conditions in galaxies may lead to both evolutionary and nonevolutionary spiral shocks. It is shown that a nonevolutionary shock decays instantly and leads to a plausible stratification of spiral arms as well as to the formation of secondary arms, spurs, and other secondary features. Steady-state gas flow in the presence of a galactic shock is found to be unstable far from the shock front, which may provide a mechanism for generating interstellar-gas turbulence and forming the patchy structure of spiral arms.
