An analysis is made of Venera 13 and 14 measurements of electrons with an energy of 0.025-1.6 MeV, protons with an energy of 1-60 MeV, and X-rays with an energy of 0.05-0.75 MeV. The study involved the consideration of 138 solar-cosmic-ray bursts for the period from November 1981 to April 1982. The results are used to determine the characteristics of solar flares that are accompanied by the ejection of accelerated particles into interplanetary space.
