The electron-positron pair concentration in an optically thin mildly relativistic plasma is investigated. The equilibrium pair concentration is calculated when copious soft photons are supplied by the cyclotron higher harmonics. It is shown that the attainable states of a plasma are strongly restricted by the pair equilibrium condition. Pair production in the hot plasma produced by accretion onto a supermassive black hole is investigated, comparing relevant time scales. It is shown that the plasma becomes pair dominated if the accretion rate is moderately high and accretion flow is slow compared to free fall. The unsaturated Comptonization leads to the formation of a pair dominated plasma in most cases.
