Data from spectroscopic and photometric observations of 65 faint proper-motion stars from the catalog of Luyten (1979), obtained using the intensified-reaction scanner on the 1.3-m telescope at McGraw-Hill Observatory during April and October, 1981, and March, 1982, are used to determine the broadband V, R, I magnitudes, the strengths of the TiO and CaH features, and the radial velocities (for 24 stars). The results are presented in tables and graphs, and two groups corresponding to metal-poor high-velocity halo M stars and normally or moderately metal-deficient old disk stars with conventional disk kinematics are identified. The mass of M stars with Mv less than or equal to 14 mag in the halo is estimated as less than 0.1 times the mass of similar stars in the enclosed disk, so that the faint halo M stars can constitute neither the disk-stabilizing mass nor the extended unseen mass required in some models of the Galaxy.
