Spectroscopic and photometric observations of the semidetached symbiotic eclipsing binary CI Cyg are analysed. A model of gaseous streams in the system is proposed. The difference between an outburst and an eruption is proposed and explained. While the outburst is connected with the expansion of the photosphere of the mass accreting star, the eruptions are caused by the outflow of hot matter from a turbulent region of the accretion disk after a deep penetration of the disk by the inflowing stream. The turbulent region is responsible for the rapid photometric variations observed in the system. The masses, radii and distance between the components are derived. According to the classification proposed by Plavec (1982), CI Cyg belongs to the class of Algol symbiotics.
