Fluctuations in the apparent distribution of galaxies are studied using the results of counts conducted by the Lick Observatory and taking into account the influence of galactic clustering as well as the effects of variable observational conditions. The cosecant law is confirmed for fluctuations in absorption, and no indications are found for intergalactic absorption or second-order galactic clustering. The absorption parameters of interstellar clouds are determined, and an approximate law is derived for the absorption distribution in various directions. Cases are considered where the direction is random and where a visible galaxy is located in a given direction, and it is found that the average absorption is less in the latter case.
