The results of underground observations of cosmic ray neutrinos are summarized and plans for future investigations in the USSR and USA are discussed. A large underground facility 4000 m in depth is under construction in the vicinity of Mt. Elbrus; development of techniques using lithium and gallium as solar electron neutrino targets for radio-chemical detectors is expected to permit detection of low-energy neutrinos from the elementary p+p reaction at this depth. A 100-ton liquid scintillation detector has been placed at a 300 m depth in a Ukrainian salt mine to search for neutrinos from collapsing stars; a 1000-ton version is under development. A detector system that will have maximum sensitivity to a steady flux from any source of electron antineutrinos is being developed for use at a depth of 1600 hectograms in a salt mine near Cleveland. The plans involve a cylinder 7 m in diameter and height filled with liquid scintillator and viewed by about 1,000 photomultiplier tubes. A 'virtual wall' self-shielding feature promises significant reduction of background radiation.
