For the 43-47 deg N latitude band, observed diurnal variations of the height of the sporadic E layer are compared with variations calculated from observations of semidiurnal tides. Data on seasonal variations of the zonal wind in the 90-100 km layer are used to explain certain characteristics of seasonal variations of the probability of occurrence of the sporadic E layer at midlatitudes. It is found that the occurrence of this layer is primarily determined by the presence of a point of inversion of the zonal component of the dominant wind under conditions of a sufficiently high wind shear at this point. The propagation of tides in the lower thermosphere also plays a role; the higher the tide amplitude, the greater the probability of occurrence of the sporadic E layer.
