Streaming cosmic rays interact with a background magnetised plasma to produce the unstable growth of circularly polarised modes with wavelengths much smaller than the cosmic ray Larmor radius. The amplitude grows non-linearly to produce magnetic fields much greater than the initial zeroth order seed field. Cosmic rays scattered by the fluctuations can easily be accelerated to the spectral knee at 1015eV, and possibly beyond the knee in very young SNR.
