Washington-system colors of 45 SMC Cepheids are compared to colors of Galactic Cepheids to investigate the metal abundances of the Cepheids. A mean value relative to the sun of a heavy-element abundance (A/H) = -0.54 is found, with weak evidence that short-period Cepheids are more metal poor, but with no correlation with projected position in the SMC. The consistency of their colors, temperatures, abundances, and reddenings relative to Galactic Cepheids is discussed. The small reddenings found in the SMC imply a low dust-to-gas ratio and a high value of R.
