The population of solar helium atoms in the 2(3)S metastable level is calculated taking account of helium ionization by radiation with wavelengths of less than 504 A (corresponding to a maximum temperature of 20,000 K). It is found that this population reaches a plateau with increasing electron density, in contrast to the alternative high-temperature model where these two quantities are directly proportional. Data on the helium absorption line at 10830 A, especially for plages, and the constancy of optical thickness in this line ('tau (10830)') are shown to be evidence in favor of the low-temperature mechanism of helium emission.
