The effect of the URCA process (beta-decay, electron capture) on local convective stability in evolved stars of 3.5 to 8 solar masses with highly degenerate carbon-oxygen cores is investigated. A stability criterion is derived which contains the Schwarzschild criterion and the thermohaline condition for stability. Local stability analysis indicates that the URCA process may cause convective instability in an otherwise stable medium but cannot stabilize an already unstable medium. A numerical example for the Na-23-Ne-23 URCA pair is presented which shows the regions in the density-temperature plane where instability is induced. It is concluded that convective regions may be formed by an URCA shell even before C-12 ignition.
