It is shown that after passing through the gravitational field of galaxies, fluctuations of relic radiation exhibit a change in their statistics. The statistics of random-field outliers delta T after passage near a galaxy change in such a way that, beginning with a certain critical level, a power distribution arises. This transformation of fluctuations coincides with the appearance of a new generation of radio sources.
