The present conference on cosmic rays encompasses the energy spectra of ions from solar impulsive flares, abundance variations in solar energetic particles, gamma rays from cosmic-ray interactions in supernova shells, and gamma-ray observational strategies. Specific topics addressed include the size distributions of solar-energetic-particle events, the focused interplanetary transport of solar energetic particles through self-generated Alfven waves, element abundances in solar (He-3)-rich events, and high-energy neutrinos from primary cosmic rays accelerated in the cores of active galaxies. Also addressed are the implications of the observations of partially ionized states in the low-energy Galactic cosmic rays, the best approximation to the weighted-slab method, the Gamma Ray Observatory, a composite emission model for Cygnus X-1, and evidence for particle acceleration in AE Aqr from radio and X-ray observations.
