Measurements obtained with the incoherent scatter technique in the low thermosphere are described and results are compared with models. It is found that the observed neutral temperature in winter at 100 km is lower by about 15K than that predicted by the MSIS model and closer to the temperature predicted by the Jacchia 71 model. It is also shown that the neutral mass, which was inferred from the temperature and scale height, is about 26-28 amu, and that this value is also lower than that used in the MSIS model.
