This paper is the first part of the work devoted to the discussion of direct observations of Oort's cloud by the submillimeter emission of its population of cometary nuclei for the two different cases: the sun is a single star and the sun is the component of a wide binary. The distance dependences and the limits for the temperatures of the cometary bodies in Oort's bank have been discussed and the degree of thermalization of the cometary ensemble has been estimated in its inner and external parts. The possibility has been demonstrated for the excitation of collective oscillations in the cometary population of Oort's cloud. The hypothesis of the origin of the neutral extinction at high galactic latitudes which connects it with the existence of the comet reservoir surrounding the solar system is proposed.
