It is shown that the motion of the solar system relative to the relic radioemission background allows the prediction of the magnitude of the regular proper motion of all extragalactic objects. The mass measurement of this effect through the use of space radiointerferometers will also permit the determination of the basic parameters of a cosmological model. The most appropriate objects for observations are extragalactic sources of synchrotron radiation and H2O masers, the optimal observation range being 1.35-6 cm.
