The evolution of a protogalactic cloud at redshifts of 4-5 in the presence of primordial ice dust that formed at z greater than about 30 is investigated. It is shown that the dust component with a density of about (1-2) x 10 exp -5 affects only slightly the nature of the thermodynamical processes in a gaseous medium heated by a shock wave. However, absorbing the thermal energy of the hot gas, the dust is able to heat up to about 50 K, which results in the onset of IR emission of the protogalaxy with maximum at a wavelength of about 0.03 cm and a total luminosity of about 3 x 10 exp 23 M(gal)/solar mass erg s.
